Burkina Faso is developing a National Artificial Intelligence Action Plan (2026–2028) to guide its digital transformation. Anchored in responsible innovation, strong data governance, and inclusive participation, the plan reflects a growing continental trend toward ethical AI adoption across Africa.
A Strategic Step Toward Digital Sovereignty
Burkina Faso has launched the drafting of its National AI Action Plan (2026–2028)—a roadmap designed to align technology, governance, and development. Spearheaded by the Ministry of Digital Transition, Postal and Electronic Communications (MTDPCE), the plan aims to make the country’s digital transformation more deliberate and impactful.
According to Dr. Yaya Traoré, Permanent Secretary for Innovation and Digital Emerging Technologies, AI development is central to the country’s digital economy agenda and complements the Digital Economy Development Plan (2018–2027).
Echoing this vision, Dr. Borlli Michel Some, Secretary General at the Ministry, emphasized that the plan will modernize public administration, improve access to essential services, and promote the inclusive, ethical, and responsible use of AI. He added that “AI represents a chance to create homegrown innovations that benefit all citizens,” underscoring the country’s focus on practical and lasting outcomes.
Six Pillars of the AI Action Plan
The Action Plan rests on six strategic focus areas:
- Infrastructure and Connectivity – Strengthening digital infrastructure to support AI applications.
- Data Governance – Promoting responsible data management, quality, and interoperability.
- Human Capital Development – Building digital and AI skills through education and training.
- Legal and Ethical Frameworks – Setting the foundation for responsible and rights-based AI.
- Innovation and Entrepreneurship – Nurturing local startups and research-driven solutions.
- Sustainable Funding and Partnerships – Securing resources and international cooperation for implementation.
Linking Digital Ambition to Broader Development Goals
Burkina Faso’s approach mirrors a continental shift where AI and data governance are recognized as enablers of good governance and inclusive growth. Governments across Africa are increasingly prioritizing digital infrastructure and human capital to bridge gaps in service delivery.
In early 2025, the World Bank approved $150 million for the Burkina Faso Digital Acceleration Project, aimed at expanding digital connectivity, improving public service delivery, and boosting digital skills. The country has also deepened technology cooperation with India in areas such as digital finance and public sector modernization.
A Call for Multidisciplinary Review
As part of an inclusive drafting process, the MTDPCE has issued a call for reviewers and contributors to help refine the AI roadmap before its official release. Experts are invited from diverse fields including AI research, ethics, cybersecurity, public policy, telecommunications, higher education, innovation, and digital law.
